Every plan here is sold as unlimited, so the price differences come down to four things: how much you can tether, whether your data can be slowed, video quality, and whether you can use the phone across the border.
Taxes and fees are extra on all tiers, typically 8–15%. The $25 plan is online-only. Multi-line discounts require a minimum $45/month plan per line, maximum five lines.

The cheap end of this lineup is speed-capped, not data-capped, and that's the thing to understand first. The $25 and $35 plans both cap you at 3 Mbps (enough for SD video and browsing, not much else) and neither includes any hotspot at all.
Which makes the annual plan the obvious pick. The 12-month plan is $240 for the year, about $20/mo, and unlike either cheap monthly tier it has priority data and a 10GB hotspot. You're paying less for a materially better plan; the only cost is committing a year up front.
Unlimited Saver at $35 is the one tier we'd tell you to avoid outright. It's the same 30GB at 3 Mbps as the $25 online plan, with no hotspot, and it drops Mexico and Canada roaming: $10 more a month for strictly less. Its only advantage is being available outside the online-only channel.
Families should start at Enhanced Plus. Multi-line discounts require a minimum $45/month plan per line ($10 off the 2nd and 3rd, $20 off the 4th and 5th) which puts four lines at $140/mo, a $35/line average. Cheaper tiers don't qualify.

Yes. AT&T Prepaid runs natively on AT&T's network rather than leasing capacity like an MVNO, so coverage is identical. The difference is priority: most prepaid tiers can be slowed when the network is busy, and only Unlimited Ultra has premium data that never slows.
Why would I avoid Unlimited Saver?+
Because the $25 online-only plan is the same 30GB at 3 Mbps with no hotspot, for $10 less, and Saver additionally drops Mexico and Canada roaming. The only reason to choose it is if you can't or won't sign up online.
Do AT&T Prepaid plans include hotspot?+
It varies sharply by tier. The $25 and $35 plans include none. The 12-month plan and Enhanced Plus include 10GB. Unlimited Ultra includes 30GB.
How do the multi-line discounts work?+
$10 off the 2nd and 3rd lines and $20 off the 4th and 5th, up to five lines, on plans of $45/month or more. A family of four pays $140/mo, a $35/line average, with the account owner paying for all lines in one payment.
Is there a credit check?+
No. AT&T Prepaid has no credit check, no contract and no termination fees. Note that money must be added within 26 days of activation or the service is canceled.
