How We Rank and Review the Best Plans and Carriers
We rank plans based on real-world performance, not marketing promises. ShopCellPlans is reader-supported and 100% independent — we test every carrier ourselves and earn nothing from telecom partnerships, sponsorships, or “preferred placement” deals.
Every plan and carrier on this site is evaluated against four pillars:
- Value for Money: We calculate the true cost over 12 and 24 months, including hidden fees, taxes, autopay requirements, and renewal-rate jumps. Promotional pricing is noted but never used in the score.
- Network Reliability & Speed: We analyze 5G availability, real-world speed tests, and signal consistency across Verizon, T-Mobile, and AT&T networks — including how MVNOs perform during congestion.
- Hotspot & Features: We evaluate dedicated tethering data, international perks, streaming bundles, and other plan-specific benefits that affect how a plan actually works in your life.
- Customer Experience: We test app usability, port-in friction, customer support response times, and the “exit experience” — how easy a carrier makes it to leave.
Affiliate disclosure: We earn commissions on some sign-ups through this page. This never affects our scores — see our methodology.
Frequently Asked Questions
Does “Unlimited” actually mean unlimited?
Not exactly. Every “unlimited” plan in the U.S. has a premium high-speed data threshold — typically 30GB to 100GB depending on the plan tier. After you hit that cap, speeds may slow during network congestion. Truly uncapped plans like Verizon Unlimited Ultimate and AT&T Elite 2.0 exist but cost $90+/month. See our Best Unlimited Data Plans guide for plans that genuinely deliver.
Should I buy a phone from the carrier or unlocked?
It depends on long-term plans. Carrier “free phone” deals are usually 24–36 month bill credits that lock you in — leave early and you owe the remaining balance. Buying unlocked costs more upfront but lets you switch carriers anytime, often onto cheaper MVNO plans like Visible+ Plan at $26/month or US Mobile Unlimited Premium at $32.50/month.
Are there special discounts for seniors?
Yes, but most carrier-direct senior plans have restrictions. T-Mobile’s Essentials Choice 55 and AT&T’s 55+ Plan are limited to Florida residents. Verizon’s 55+ Plan is available nationwide but only on the Welcome tier. Consumer Cellular and Lively are nationwide alternatives built specifically for seniors, often at lower prices than the major carrier plans.
What is an MVNO and should I trust one?
MVNOs (Mobile Virtual Network Operators) like Visible, US Mobile, Mint Mobile, and Cricket rent network access from major carriers and pass the savings to you. You get the same towers and coverage for 30–60% less. The trade-offs: MVNO customers can be deprioritized during congestion, and customer support is usually app-based. See our Best Prepaid Phone Plans guide.
Which carrier has the best coverage?
Coverage varies by ZIP code. T-Mobile currently leads in 5G availability in urban and suburban markets. Verizon has the strongest rural coverage in most regions. AT&T sits in the middle on both. The best plan on a network with poor coverage in your area is worse than a slightly pricier plan on a stronger network. Pick a plan like US Mobile Unlimited Premium if you want flexibility.
Can I keep my current phone and number?
Yes. If your phone is unlocked, you can bring it to any major carrier or MVNO. To keep your number, request your account number and a Number Transfer PIN from your current carrier — never cancel your old service first. The new carrier handles the port automatically once you sign up. Most ports complete within 24 hours; eSIM activations can finish in minutes.
