Truly unlimited means your speed is never cut, however much you use. Deprioritized means you're only slowed when a specific tower is congested. Throttled means you get a bucket of fast data and are cut to near-unusable speeds for the rest of the month. All three get sold as “unlimited.”

Watch for plans with no hotspot at all
Cheap unlimited plans often exclude tethering entirely rather than limiting it — Metro Starter at $25/mo is unlimited on the phone with no hotspot included. If tethering is why you're shopping, check that line specifically before you buy.

Do you need a hotspot device instead?

A dedicated hotspot device makes sense above roughly five connected devices, all-day use, or when you need an Ethernet port or a backup for home internet.
