Kroger Wireless is a loyalty product before it's a carrier. It runs on T-Mobile's network as a deprioritized MVNO and sells four tiers: 3GB at $15, 6GB at $25, 10GB at $35 and Unlimited at $45. Taxes and fees are extra on all of them.
Every plan earns 4X Fuel Points on refills, which is where the value has to come from, because the plans themselves are $10–20 above comparable T-Mobile MVNOs. If you fill up at Kroger regularly the rewards close some of that gap. If you don't, there's no reason to be here.

Read Kroger's prices against the network, not the brand. Every tier sits $10–20 above comparable T-Mobile MVNOs — Ultra Mobile sells 12GB for $14 on an annual term against Kroger's $35 for 10GB, and Boost sells unlimited for $25 against Kroger's $45.
So the rewards have to carry it. 4X Fuel Points earns roughly 100–200 points a month depending on tier. That's real money if you fill a tank at Kroger weekly and buy groceries there anyway; it's worth nothing if you don't.
Two structural costs to price in. Taxes and fees are extra, unlike Metro or Total Wireless, and the capped tiers drop to 2G rather than merely slowing — 2G is unusable, not inconvenient.
The honest summary: this is a loyalty product with a phone plan attached. Judge it on how much you shop at Kroger, because the wireless service alone doesn't win on any axis.
