Pricing: the true floor
$12, or $10 with Auto Refill, plus about nine cents in fees. There is essentially nothing cheaper on Verizon's network with a monthly structure.
The economics break if you use data. 100MB is a few map loads, and topping up costs $5 per gigabyte: two top-ups and you're at the $29.95 tier's price with far less included.

Final Verdict
Only right for a very specific phone: one that lives on Wi-Fi, makes occasional calls and never streams. For that use: a spare handset, a car phone, a first phone with hard limits: $10 a month on Verizon's network is excellent. For anything resembling normal smartphone use, the $29.95 tier is the real entry point.
Consider instead: Tracfone $15 (1GB). Tracfone's $15 plan gives unlimited talk and text with 1GB on the same Verizon network: ten times the data and no minute counting, for a few dollars more.
